Draw one big cloud with seven soft bumps around it. Wobbly bumps make the woolliest sheep.
A small oval sitting on top of the cloud. Keep it little — the wool is the big part.
One little ear out to each side, then a curly tuft of wool on top of the head.
Two dot eyes, a small nose, and a smile underneath.
Two straight legs under the middle, one out to each side, and a little hoof on every one.
